That is the glow of the city lights of Soho reflecting on the constant cloud cover of Lonond. So, basically, yes. But the yellow is highlighted by the fact that this wasn’t shot on tungsten balanced film. It’s shot on regular daylight film which isn’t corrected for the yellowish glow of tungsten light, and that’s exaggerated because this is a nearly 8 second exposure. So it’s quite a bit more yellow than you’d see with the naked eye.
